José Manuel Barroso, president of the European Commission, on Monday shook hands with Islam Karimov, president of Uzbekistan, in an unprecedented move to engage with an authoritarian leader who has been in charge since 1990 and stands accused of massive violations of human rights. EurActiv.com reported that A spokesperson for President Barroso underlined that the meeting falls within the scope of the policy of "critical engagement" that EU foreign ministers agreed to pursue as a common approach to Uzbekistan.
