Upon his arrival to the EU Council, Portugal's Foreign minister Luiz Amado proiposed that the next steps for Libya be a ceasefire, followed by a national dialogue. He furthermore stated that 'Gaddafi is no more' however any dialogue or ceasefire will be dependant on Col.Gaddafi's cooperation or removal
